Rockaway Borough runs its own water utility (Rockaway Borough Water Department, PWSID NJ1434001) as part of the borough DPW. It pumps three groundwater wells plus one backup well in the Quaternary aquifer, treats the water with air stripping, activated carbon filtration and disinfection, and delivers it to 3,026 homes and businesses, including parts of Rockaway Township and Denville.
Sewage from Rockaway Borough goes to the Rockaway Valley Regional Sewerage Authority, whose regional plant is designed to treat 12 million gallons a day, currently handles an average of 9 to 11 MGD, and discharges to the Rockaway River. The borough is one of nine member towns on the RVRSA system.
The borough well field is a federal Superfund site: the municipal wells sit in an EPA-designated sole source aquifer that was contaminated with PCE and TCE from old industrial and dry-cleaning operations in town. The borough built a granular activated carbon treatment plant that has been running since July 1981, treating about 900,000 gallons of raw well water per day, and EPA put the site on the National Priorities List in September 1983. Cleanup systems (soil vapor extraction) were still operating as of 2023-2024.
