Corridor clearing, access, and restoration for utilities, carriers and municipalities across northwest New Jersey. We are an excavation contractor, so we treat a right of way as what it is: an access and drainage problem with vegetation on top of it. And we can tell you which New Jersey rules set the scope before anyone quotes it.
The short answer
In New Jersey, vegetation management on utility corridors is governed by N.J.A.C. 14:5-9. It applies to energized conductors of 600 volts and higher, distribution or transmission, and it requires vegetation management at least once every 4 years, with an annual visual inspection on transmission lines. The corridor is managed in two parts: a wire zone directly under the widest part of the line, where woody plants that mature above 3 feet are not permitted and grasses or low compatible cover are the target, and a border zone out to the easement boundary, managed by integrated vegetation management rather than cleared flat. Work follows ANSI A300 Parts 1, 7 and 9. Once a corridor is cleared and bare soil is exposed, the utility has to meet the soil erosion requirements of the county soil conservation district, and statewide any disturbance over 5,000 square feet needs a certified plan. Root and stump removal is excavation under the One-Call rules, so the 811 markout applies even on vegetation only work.

Eight New Jersey rules that set the scope of right-of-way work
These are the ones that decide what a corridor job actually is, and most of them never make it into a clearing quote. Every answer links to the rule it came from so you can check it yourself.

The tree licensing question, answered properly
New Jersey licenses tree experts and tree care operators, and a business offering tree care services for hire has to be registered with the Board of Tree Experts with a licensed individual on staff. Most contractors either do not know this or quietly hope nobody asks.
Utility corridor work sits outside that chapter, and the rules say so in their own scope section. N.J.A.C. 7:3A-1.1(b) provides that the chapter does not apply to an employer under contract with a public utility engaged in tree trimming or any other utility vegetation management practice for the purpose of line clearance, nor to that employer's employees while performing those duties, nor for the installation of underground facilities or associated construction. Public utilities and their own employees are exempt under the same subsection.
The qualifier is the whole thing: it is the contract with the public utility that carries the exemption, and it does not travel to general residential tree work. We would rather set that out plainly than let a client discover the distinction later. If your project is not utility corridor work, ask us and we will tell you which side of the line it falls on.

Cutting a right of way is the easy half. Keeping it is the job.
A corridor cut flat to the fence line regrows into exactly the species you did not want, because clearing everything is an invitation to the fastest growing thing on the site. That is the reasoning behind integrated vegetation management in the border zone: manage the corridor toward a low growing, compatible plant community that holds its ground against the tall species, and the next cycle is smaller than the last one instead of bigger.
The other half is water and access. A corridor is a long, narrow, freshly opened strip of soil, often on a slope, usually with a machine track running its whole length. That is a drainage channel unless somebody builds it not to be. Grade the access track so water leaves it, stabilize the exposed ground before the season turns, and matting on the soft stretches so the right of way is not left with ruts that decide where the water goes for the next ten years.

Wire zone
The ground directly under the widest part of a transmission line. For a horizontal line it runs to whichever is wider, the outermost wire or the tower. It is the most tightly managed strip in the corridor, held to grasses and low compatible cover rather than anything that will grow into the conductors.
Border zone
Everything from the edge of the wire zone out to the boundary of the right of way. Managed by integrated vegetation management rather than cleared flat, which is why a corridor that has been done properly looks like two different habitats side by side.
Integrated vegetation management
Managing a corridor toward a stable low growing plant community that resists the tall species instead of re-cutting the same regrowth every few years. It is a best management practice in ANSI A300 Part 7, and it is the difference between maintaining a right of way and mowing it.
Hazard tree
A structurally unsound tree, on or off the right of way, that could strike the supply lines when it fails. Structural unsoundness is what separates it from a danger tree: every hazard tree is a danger tree, not every danger tree is a hazard tree.
Danger tree
A tree tall enough or close enough that it could reach the conductors, whether or not there is anything wrong with it. Height and position, rather than condition, put it on the list.
Line clearance
Vegetation work performed to keep growth away from energized conductors. It is a defined activity with its own standards, its own safety training and, in New Jersey, its own place in the licensing rules.
Access and matting
Getting equipment along a corridor that has no road. Timber or composite mats spread machine weight across soft ground so a right of way is not left with ruts that become the drainage path for the next decade.
Restoration
Putting the corridor back: seeding, stabilization, and the erosion control the soil conservation district wants once bare soil has been opened up. On most corridors it is a bigger share of the job than the cutting is.
How a corridor job actually runs
Walk the corridor
We walk it before pricing it, because a right of way prices by access and ground conditions far more than by length. Where a machine can get in, where it cannot, where the wet crossings are, what is rock, and which stretches will need matting. A corridor quoted from a map is a corridor quoted wrong.
Confirm the easement and the scope
What the easement actually permits, where the wire zone ends and the border zone begins, and which trees are inside the grant and which need a landowner conversation first. On hazard trees outside the right of way, that permission question belongs to the utility, and we work to what has been settled rather than guessing at the boundary.
Markout and permits
The 811 call goes in on every job, including vegetation only work, because tree and root removal is excavation under the One-Call rules. Where the corridor is opening bare soil, we get the soil erosion side lined up with the county district rather than discovering it halfway along.
Clear to the zone, not to the fence line
Wire zone and border zone get managed to different targets. That distinction is in the rules and it is also simply better work: a corridor managed toward low growing compatible cover comes back slower than one cut flat every cycle.
Process the material
Mulched in place, chipped, or hauled out, decided by the corridor and by what the client wants left behind. Mulching in place is usually cheaper and usually better for the ground, but it is not right everywhere and we will say which you have.
Stabilize and restore
Seed, erosion control and the grading that keeps a fresh corridor from turning into a channel. This is the part that gets skipped by outfits that treat right of way work as cutting, and it is the part the district and the landowner both remember.
Utilities, carriers, and the people who maintain an easement
Electric distribution companies and their contractors
Cycle maintenance, hazard tree work and corridor restoration on the four year schedule the BPU rules set. We are an excavation contractor working to a utility's vegetation spec, not a tree service that also owns a chipper.
Fiber and telecom carriers
Corridor preparation ahead of aerial and underground builds, which is the work we already do. The underground facilities side of this is our day job, and it is named in the same licensing exemption as line clearance.
Pipeline, water and sewer corridors
Access, clearing and restoration along easements that have to stay reachable for inspection and repair. Same discipline as the electric corridors, different owner and different inspection regime.
Municipalities and authorities
Town and authority owned easements, access roads and drainage corridors, usually as bid work. The public bidding thresholds and the paperwork that comes with them are familiar ground here.
Rail, road and private easements
Sight line and clearance work along private corridors, plus the access track that has to exist before any of it can be maintained.
Being straight about what this is
JWSR is an underground utility and excavation contractor. Corridor work is the ground side of it: access, clearing, stump and root removal, drainage, erosion control and restoration, with our own machines and operators. We are not an electric utility's vegetation manager and we do not write your vegetation management plan. The rules put that role inside the utility, held by a utility employee rather than a contractor, and that is where it belongs.
We also do not certify the erosion plan. Your county soil conservation district does, and we work to what they certify.
What we will do is tell you which rules a corridor trips before it is priced, rather than after. That is the whole reason this page leads with a table instead of a photograph.

Do you need a tree expert licence to clear a utility right of way in New Jersey?
Not for utility corridor work under contract with a public utility. The licensing chapter's own scope section, N.J.A.C. 7:3A-1.1(b), excludes an employer under contract with a public utility engaged in line clearance vegetation management, and their employees, and also excludes the installation of underground facilities and associated construction. That exemption is tied to the utility contract though, and it does not extend to general residential tree work, so it is worth being precise about which one a project is.
How wide does a corridor have to be cleared?
Under transmission lines the rules require clearing wide enough within the right of way that no vegetation or part of it will grow or fall into the lines. In practice the width is set by the easement and by the height of what is growing at the edges, which is why the walk matters more than the map.
Can you work on a corridor with no road access?
That is most corridors. Access is usually the real cost driver, and it is handled with matting, a temporary access track, or smaller equipment making more passes. We would rather build the access properly than leave a rutted right of way that drains badly for years afterward.
What happens to the brush and the trees that come out?
Mulched in place, chipped, or hauled off, and we price the options rather than assuming. Mulching in place keeps the organic matter on the corridor and is usually the cheaper answer, but where the material load is heavy or the client wants a clean corridor it goes out.
Do you handle the erosion plan side?
We work to a certified plan and we will tell you early when a corridor is going to need one, which is nearly always once bare soil is exposed. The certifying is the county soil conservation district's to do, not ours, and the BPU rules point utilities at the district for exactly this.
Is a markout needed if nothing is being dug?
Yes. Tree and root removal counts as excavation under the New Jersey One-Call rules, so the 811 call is required for stump and root work on its own. Corridors are also where facilities are densest, so it is the last place to skip it.
