The part that changes the job here
Sewage from the sewered part of Hillsborough is treated by the Somerset Raritan Valley Sewerage Authority, a regional plant running 23.0 MGD of secondary advanced treatment that has served Branchburg, Bridgewater, Hillsborough, Manville, Raritan, Somerville and Warren since 1958. What matters on a service job is what SRVSA does not do: it states plainly that it does not own the collection system of any township it serves, so the main in front of the house, and the records of it, belong to the municipality rather than the authority.
Who owns the sewer in part of this township changed recently. Hillsborough adopted Ordinance 2024-06 on June 11, 2024, granting municipal consent to New Jersey-American Water to construct, lay, maintain and operate wastewater mains in the portion of the township formerly served by the Borough of Manville, and NJAWC petitioned the BPU to approve it on September 9, 2024 under docket WE24090674, with the public hearing held January 7, 2025. The notice states that no increase in rates results from the petition. If the property sits in that former-Manville pocket, the utility to call about the main is not the same one it was two years ago.
Public water is close to universal here and it is one company: NJDEP's mapped purveyor service areas put about 99.8% of Hillsborough's land area inside a delivery area, essentially all of it New Jersey American Water's Raritan system.
