Your fire inspection came back with deficiencies. Send us the report.

Hydrants, fire service mains, underground valves and PIVs on private property are the owner’s, not the town’s. When an NFPA 25 inspection lists deficiencies on them, somebody has to work out which findings need digging and which do not. That is the part we can tell you from the report, usually before anybody comes out.

The short version

A deficiency report is not a repair estimate, and reading it as one is how HOAs and property managers end up budgeting for the worst possible version of the job. Some findings are landscaping. Some are a valve box that got paved over. Some are a leaking hydrant base quietly washing soil out from under a parking lot. They arrive on the same page in the same font.

What the common findings actually mean

Hydrant will not flow clear, or barrel will not drain

On a dry-barrel hydrant the drain has to empty the barrel after use, or water sits in it and freezes. A barrel that will not drain is usually a blocked drain port or a failed seat, and on an old hydrant it is frequently the point at which replacing beats repairing.

Worn threads, seized caps, corrosion

Noncritical on paper, and the item most often carried forward year after year until it is not. A cap nobody can get off at 2am is a hydrant that does not exist.

Obstructed hydrant

Landscaping grown in, a dumpster, parked cars, stacked pallets, decorative fencing, snow. Treated as a deficiency and correctable without digging, which makes it the cheapest line on any report. Fix these before you price anything else.

Leaking at the base, or wet ground around the barrel

This is the one to take seriously. It means water is escaping below grade, and water below grade takes soil with it. What starts as a damp patch becomes a void under whatever sits above it. This is excavation work and it does not improve by waiting.

Valve will not operate, or PIV cannot be exercised

A post indicator valve that will not turn is a valve nobody can shut in an emergency, and an underground valve nobody can find or operate is the same problem out of sight. Often the valve box is buried, filled or paved over rather than the valve itself having failed, which is a much cheaper answer and worth establishing first.

Five-year flow test shows inadequate pressure or volume

The most expensive finding on the list, because it points at the main rather than at a fitting. Could be a partially closed valve somewhere, could be a main that has tuberculated closed over decades, could be a supply that was never sized for what the site became. Establishing which one it is comes before any number is worth quoting.

Who this catches out

Private communities, HOAs, industrial parks, apartment complexes, campuses and commercial sites all sit on their own underground infrastructure, and a great deal of it went in decades ago: hydrants, fire mains, gate valves, post indicator valves, sewer mains, manholes, storm systems and culverts. It belongs to the owner. The town does not maintain it and the water utility does not maintain it past its own main.

Most boards find this out the year an inspection comes back badly, which is a poor moment to learn it. If you manage a property with private hydrants on it, the useful thing is knowing what you own before somebody hands you a list. Finding it before digging for it

A good deal of underground trouble is diagnosable without opening the ground, and it is cheaper to look than to guess. Camera inspection of a sewer main or lateral tells you whether you have a blockage or a broken pipe. Line locating tells you where something actually runs rather than where the record says it does, which on a private site of any age is frequently not the same place. Leak detection narrows a wet spot or an unexplained loss to a length of pipe rather than a lawn.

We arrange all three as part of a job. Depending on the work we either run it ourselves or bring in somebody we use regularly and stand behind, the same way we handle partner crews on a build. Either way it is one company answering for the result, and the point of doing it is the same: find out before you dig, not after.

What we are, and what we are not

We are an excavation and utility contractor. We replace hydrants, repair and install private fire service mains, and deal with valves, the trench, the tie-in and the restoration afterwards.

We do not inspect, test or certify fire protection systems.That is the fire protection contractor’s trade, and backflow testing in New Jersey has to be done by somebody holding a state backflow prevention device tester certificate. We work from your inspector’s report rather than in place of it, and if what you actually need is the inspection, we will say so and you should call them instead.

My fire hydrant inspection came back with deficiencies. What do I do first?

Separate what needs digging from what does not. An obstructed hydrant, a seized cap or a buried valve box are correctable without excavation and are often a large share of a report. What is left after that, leaks at the base, a barrel that will not drain, a valve that will not operate, or a failed flow test, is underground work and wants pricing properly. Send the report to somebody who can tell you which is which before you budget for the worst reading of it.

Who is responsible for a fire hydrant on private property in New Jersey?

The property owner. A hydrant on the public system belongs to the water utility or the municipality, but a hydrant on private property belongs to whoever owns the property, including its annual inspection, its testing and its repair. For an HOA, an industrial park, an apartment complex or a campus that means the association or the owner, not the town, and it is a common and expensive surprise.

How often does a private hydrant have to be inspected?

Under NFPA 25 hydrants are inspected at least annually and after every use, with each cycle including a visual check, a full flow until the discharge runs clear, lubrication of moving parts, and on a dry-barrel hydrant confirmation that the barrel drains. A more detailed flow test of the underground supply piping runs on a five-year cycle.

Does a deficiency mean the system is out of service?

Usually no, and the distinction matters for how fast you have to move. Inspection reporting separates a noncritical deficiency, which does not affect system performance and can be scheduled, from a critical one, which materially affects performance while leaving the system partly functional and wants correcting promptly. An impairment is different again. Read which word your report used before deciding how urgent the invoice is.

What does replacing a private fire hydrant cost?

It depends far more on what is under it than on the hydrant. A recent job on one private property, replacing two old Kennedy hydrants, was priced at $28,500 for the pair. What moves that number is depth, what the existing main is made of, whether the valve can be shut or the run has to be tapped live, surface restoration, and how much of the site has to be worked around. Anybody quoting a hydrant price without seeing the site is quoting the hydrant, not the job.

Do you do the inspection as well?
