In that gap you get houses on town water with their own septic system in the yard, which catches people out when a tank needs work in a town that feels fully built up. All of this is land area rather than houses, and a main running past a property does not mean the property is on it, since plenty kept the well after the main went in.

The part that changes the job here
Washington Township has no sewer utility of its own. Three plants pick up small pieces of the township: the Borough of Washington's 1.5 MGD treatment plant (operated by Veolia, discharging to Pohatcong Creek) takes a strip of township homes along the borough line plus Warren Hills Regional High School; the Pequest River MUA's 0.5 MGD Oxford plant takes the Mine Hill Road development through the township's single pumping station; and the Hawk Pointe golf community off Route 31 runs on its own private 0.082 MGD plant that discharges to infiltration ponds and reuses effluent to water the golf course. Everything else in the township is on septic.
A large stretch of this township is coming off private wells and onto public water, and the reason is PFAS. New Jersey American Water applied to extend its Washington Township system to serve 142 properties whose private wells tested high for perfluoroalkyl and polyfluoroalkyl substances, and closed an $8.2 million loan through the New Jersey Water Bank in February 2026 to build it: roughly 21,393 feet of ductile iron main, about 69 valves, 27 hydrants and 142 water service lines, along East and West Asbury-Anderson Road, Deer Run Avenue, Rymon Road, Tiffany Drive, Pacesetter Drive, Jockey Hollow Road, Diane Court, Thomas Court and Route 31. It needed a Highlands Council public health and safety waiver to happen at all, because Highlands Objective 2J4a otherwise prohibits extending a public water system into the Conservation Zone. If a house on one of those roads is in the set, the main is the utility's and the service line from the main to the house is the part somebody has to dig.
Lead pipe is not the story in this system: in the last round of lead tap sampling (2023), the 90th percentile was 1 ppb against the 15 ppb action level, and 0 of 31 sampled homes were over it. The utility says its mains contain no lead, but the service line from the main to an older house can still be lead or galvanized; NJ American Water keeps an address-by-address service line material map at newjerseyamwater.com/leadfacts.
Public water here is New Jersey American Water's Washington system (PWSID NJ2121001), and it is all groundwater: seven wells in the Washington, Oxford and Mansfield area pulling from the Jacksonburg Limestone, Kittatinny Supergroup and Hardyston Quartzite aquifers, disinfected with chlorine only. It is limestone water: hardness tested 216 to 406 ppm in 2023-2025, so hard-water scale in old galvanized lines is a real thing here.
NJ American Water is extending 21,000 feet (about 4 miles) of brand-new water main through the township along Route 31, East and West Asbury Anderson Road, Rymon Road, Tiffany Drive, Deer Run Avenue, Pacesetter Drive, Jockey Hollow Road, Diane Court and Thomas Court, a $12.6 million New Jersey Water Bank project, because private wells on those roads came up with PFAS. So there are streets here getting public water in front of houses that never had it, and every one of those houses needs a new service connection dug.
