The part that changes the job here
There is no municipal water utility in Harmony. The only public water is two small Aqua New Jersey well systems: Harkers Hollow, which runs two groundwater wells in one well station with 21 service connections serving about 40 people (0.002 MGD average day demand), and Brainards, one well and one treatment station with 60 connections serving about 135 people (0.007 MGD). Everything outside those two little clusters is private wells.
PFAS treatment is coming to Harmony's water. Aqua New Jersey's November 2025 infrastructure filing with the NJ Board of Public Utilities puts Brainards Well 17 on its PFAS projects list: a 38 gpm well serving 52 water services, getting two 2-foot-diameter ion exchange filters.
Harmony Township itself runs no water or sewer system. The township website's only water-related department is 'Wells & Septics,' and it sends residents straight to the Warren County Health Department for well and septic matters; septic and well records are pulled through the county's PARS online records system.
NJDEP's statewide service line inventory shows zero known lead service lines in either Harmony water system. Harkers Hollow reported all 21 of its service lines as non-lead. Brainards' 2024 submission reported 0 lead but 7 galvanized and 26 unknown-material lines out of 58 total, so most Brainards services still have to be verified, and any galvanized line that comes up in a dig is a replacement candidate under NJ's lead service line law.
Harmony is septic country
NJDEP maps no sewer service area anywhere in Harmony, so the working assumption on any property here is a septic system, and the disposal field and the ground it sits in are the job rather than a connection. That is a planning map rather than a survey, so it is not proof that no small local collection system exists anywhere in the township. What it does mean is that there is no planned municipal sewer to tap.
