The water main in the street and the curb stop at the property line belong to the water system, and repairing a break in the main is the water system's work and cost, not something a homeowner arranges or pays for. What a homeowner owns in most New Jersey setups is the service line from the curb stop to the house, with the exact boundary set by the water system's own tariff. Physical connections to a public community water system are regulated by NJDEP under N.J.A.C. 7:10-10, with backflow prevention requirements attached to the connection.

811 before any digging

Water mains belong to water systems, authorities and municipalities, and that is who we do main work for. JWSR repairs and extends water mains, does valve work and service connections, makes wet taps and live connections where the system cannot go down, and handles the road opening, traffic control and restoration that comes with working in a right of way. If you are a homeowner with water in the street, your water purveyor is the first call. The line from the curb to your house is ours.

How we do it

Step 1, markout and scope. Mains are the pipe everyone else connects to, so we call in the 811 markout, confirm the receiving utility's requirements for testing and documentation, and agree the plan before a machine starts.

Step 2, shutdown and notification. Where the system cannot be taken out of service we make the connection live and coordinate the shutdown window, the valve work and the notification with the utility.

Step 3, open the road and the trench. The depth, the bedding, the joint restraint and the compaction have to be right the first time. Road opening permits, traffic control and restoration to the road authority's standard are part of the job.

Step 4, repair, extend or tie in. We install or repair the main, set valves and valve boxes, and make wet taps and service connections.

Step 5, test and restore. Pressure testing, flushing and disinfection get done to what the receiving authority requires, with the documentation handed over. Then backfill in compacted lifts and restoration of the surface.

Who does what

What JWSR does directly

  • 811 markout and hand-exposing marked utilities
  • Excavation, trenching and shoring
  • Main and valve work, wet taps and live connections
  • Service connections to the main
  • Pressure testing, flushing and disinfection to the receiving authority's requirements
  • Road opening, traffic control, backfill and restoration

What belongs to someone else

  • The water system. Owns the main, decides the shutdown window, sets the testing it requires, and for a boil water advisory handles the notification and water quality sampling.
  • NJDEP. Regulates physical connections to a public community water system under N.J.A.C. 7:10-10, with backflow prevention attached. Which approvals apply depends on the purveyor and the connection.
  • The road authority. Issues road opening permits and sets the restoration standard for a municipal, county or state road.

What's included

  • Water main repair and valve work
  • Main extensions and tie-ins
  • Wet taps and live connections
  • Service connections to the main
  • Pressure testing, flushing and disinfection

Common questions

Water Main Work: what people ask us

Who is responsible for a water main break in New Jersey?

The water system. The main in the street and the curb stop at the property line belong to your water purveyor, and repairing a break in the main is their work and their cost, not something a homeowner arranges or pays for. What you own in most New Jersey setups is the service line from the curb stop to the house. Where exactly that boundary falls is set by your water system's own tariff, so confirm it with them.

There is water coming up through the road. What do I do?

Call your water purveyor and keep away from it. A main break moves enough water to wash the support out from under pavement that still looks solid, so the hole you cannot see is the hazard, along with anything electrical the water has reached. If you do not know who supplies your water, we keep a list of every New Jersey purveyor.

Do you repair water mains?

Yes, for water systems, authorities and municipalities, which is who owns them. That is main and valve work, service connections, road opening and restoration, and it is quoted against the job rather than off a page. For homeowners, the work we do is the service line from the curb to the house.

Can you do a wet tap or a live connection?

Yes. Where the system cannot be taken out of service, we make the connection live and coordinate the shutdown window, the valve work and the notification with the utility.

Who handles the testing and the paperwork?

We do the pressure testing, flushing and disinfection to what the receiving authority requires, and hand over the documentation. Which tests apply depends on the utility, and we confirm that before we start rather than after.

Can you work in a county or state road?

Yes. Road opening permits, traffic control and restoration to the road authority's standard are part of the job, and they are also part of the price, so we would rather scope them honestly up front than surprise you.

Before the machines show up

What New Jersey actually requires

Most of the surprises on this kind of job are regulatory, not mechanical. Here is what binds the work in our counties, with the state sources so you can read them yourself.

WhatWhat it means for your project
Connecting to a public water systemPhysical connections to a public community water system are regulated by NJDEP under N.J.A.C. 7:10-10, and backflow prevention requirements attach to the connection. Which approvals apply depends on the purveyor and the nature of the connection, so confirm it with them before design is final.
Site disturbanceMain work is linear and it adds up fast. Over 5,000 square feet of disturbance and the job needs a certified soil erosion and sediment control plan from your county Soil Conservation District, which has 30 days to grant or deny.

What moves the price

What affects the cost

We quote from an on-site look rather than guessing over the phone, because the price turns on the site. Estimates are free.

  • The service itself. A 50 foot water service and a 4,000 foot water main extension are not the same work priced at the same rate.
  • Terrain and what is in the ground: lawn is not the same as ledge.
  • Whether asphalt has to be cut and repaved, and whether a road opening permit and traffic control are needed.
  • Whether the connection has to be made live, which needs a coordinated shutdown window.
  • The testing, flushing and disinfection the receiving authority asks for.
