What fiber and telecom construction actually costs per foot

Written for the people who buy this work: ISPs, primes and GCs. Real ranges from a contractor who runs the crews, with the reasons each number moves, because a range you cannot interrogate is no more useful than no range at all.

Our working ranges in New Jersey: underground fiber drops $1 to $5 a foot, directional drilling $7 to $70 with a $20 average, open trench $20 to $55 a foot in grass, conduit $10 to $70 a foot, and handholes $300 to $1,000 set. Telecom depths run about 18 inches of cover for mainline conduit and 8 to 12 inches for buried service wire. Routine 811 locating takes three full business days.

The ranges, and what moves them

Asphalt is the number that ruins budgets

If one line on this page is worth internalising before you bid a route, it is this one. Open trench in grass runs $20 to $55 a foot. The same trench under pavement is a different project, because cutting asphalt and putting it back to a municipality’s standard can cost more than the trench beneath it.

That is what pushes routes toward boring even when a per-foot comparison says trenching is cheaper. Our average bore is around $20 a foot, which sits inside the open trench range, so the moment restoration enters the arithmetic the decision often flips. Price the surface, not just the ditch. The method decision itself is covered on directional boring.

On CIC, and why it is fading

Cable-in-conduit made sense on a simple premise: protect the drop, and make it replaceable without digging. Both halves have weakened. Drops became cheap and quick enough to just replace, so the premium for conduit stops earning its keep, and the protection argument does not survive contact with an excavator bucket. If a machine finds your drop, the damage is done whether it was sleeved or not.

We are saying this on a page where we sell the more expensive option, which should tell you how firmly the industry has moved. Specify conduit where there is a real reason: a crossing you expect to re-pull, a corridor you will come back to, a road bore. Not as a default.

Telecom depth is not water depth

About 18 inches of cover for mainline conduit, and 8 to 12 inches for buried service wire. People coming from the water side find that shallow, and the reason is straightforward: communications lines carry no water to freeze and split a pipe, so the depth is about mechanical protection rather than frost. For contrast, a New Jersey water service needs at least 42 inches of cover and to sit below the frost line, which we cover in how deep water lines are buried.

The practical consequence is the one every ISP already knows from damage reports: a drop at eight inches is within reach of a spade, a fence post, a mailbox and every landscaper in the state. That is not an argument for burying drops deeper, it is an argument for knowing where they are, which is why what does and does not get marked matters so much on this work.

The 811 clock, and what an emergency ticket really is

A routine ticket in New Jersey takes three full business days. Plan the schedule around it, because it does not compress for a deadline.

An emergency ticket is a different instrument. Once an operator learns of an emergency it must, within two hours, dispatch personnel to help locate and protect facilities and take other action to minimise danger. That is a powerful tool and it is narrowly defined:

a clear and present danger to life, health or property caused by escaping material or substance from an underground facility, or by the interruption of a vital communication or public service requiring immediate action, or a condition on a transportation right of way creating a risk of injury or property damage.

A severed fiber taking out service qualifies. Running behind schedule does not. Using an emergency ticket to skip a wait is the fastest way to lose the benefit of the doubt on the day you genuinely need it, and locators remember which contractors cry wolf.

Why these numbers move upward over time

Overhead and labor, mostly, and we would rather say it plainly than let a bid look mysterious. Insurance and the equipment assets this work requires get more expensive every year. Labor rates across New Jersey, New York and Pennsylvania keep rising because the cost of living our people face keeps rising, and paying them properly is not optional.

What that buys you is a contractor still standing in three years. We aim at long term steady growth rather than making a killing on one project, and we would rather earn the next job than maximise this one. If a bid arrives dramatically under this page, the useful question is not why ours is high, it is which of those costs the other bid is not carrying.

Questions people ask

How much does an underground fiber drop cost per foot?

One to five dollars a foot, and the spread is real rather than hedging. What decides it: whether the drop is aerial or underground, and if underground, whether it is direct buried or placed in conduit, which the industry calls cable-in-conduit or CIC. Those are four different jobs. A direct buried drop across open lawn and a conduit drop under a paved apron do not belong in the same number.

Is cable-in-conduit (CIC) still worth specifying for drops?

Less and less, and the industry is moving off it. The logic used to be that conduit protects the drop and lets you replace the fiber without digging. What changed is that drops became cheap and fast enough to simply replace, so the extra cost of conduit stops paying for itself. And the protection argument is weaker than it sounds: if an excavator bucket finds your drop, the damage is done whether it was in conduit or not. Paying more up front to protect against a strike that will destroy it anyway is a hard case to make on a drop.

How much does directional drilling cost per foot?

Seven to seventy dollars a foot, with our average around twenty. The bottom of that range is a straightforward bore in cooperative ground. The top is difficult ground, larger diameter, congested utility corridors that force hand exposure along the path, or a short run where mobilization, setup and takedown are spread across very few feet. On a short bore the per-foot number always looks bad and the job price is still right.

Is directional drilling cheaper than open trench?

Not per foot, usually. Open trench in grass runs twenty to fifty five dollars a foot, and a typical bore for us lands around twenty, so on paper boring can win. What actually decides it is what is on top and what is in the way. Asphalt is the swing factor: cutting pavement and restoring it to municipal standard can exceed the cost of the trench underneath, which is what pushes a job toward boring even when the trench looks cheaper on a spreadsheet.

How deep is telecom conduit buried?

For telecom specifically, our practice is about eighteen inches of cover for mainline conduit and eight to twelve inches for buried service wire. That is shallower than people expect if they are thinking about water lines, which in New Jersey need at least forty two inches of cover and to sit below the frost line. Communications lines are not carrying water that can freeze and split a pipe, so the depth is about mechanical protection rather than frost, which is exactly why a landscaper's shovel finds them so often.

How long does 811 locating take in New Jersey?

Three full business days for a routine ticket. That is the number to plan around, and it does not shorten because a schedule is tight. Emergencies are different: operators must dispatch personnel and act within two hours of learning of the emergency, so an emergency ticket buys hours rather than days.

What actually justifies an emergency 811 ticket?

New Jersey defines it, and the definition is narrower than a bad afternoon. An emergency is a condition constituting a clear and present danger to life, health or property caused by escaping material or substance from an underground facility, or by the interruption of a vital communication or public service requiring immediate action to prevent or mitigate loss of that service. It also covers a condition on a transportation right of way creating a risk of injury or property damage. A cut fiber taking out service is genuinely in scope. Being behind schedule is not, and calling routine work an emergency is how a contractor loses the benefit of the doubt on the one that really is.

How many poles can be inspected in a day?

For a straight visual inspection, roughly a hundred per technician per day. For structural inspection where the pole is bored to test integrity, dramatically fewer per crew, and the two should never be quoted at the same production rate. If a bid prices bore testing at visual-inspection speed, either the scope is being misunderstood or the number is not real.
