Extending a sanitary sewer main in New Jersey is a state permit, not a local one: NJDEP Treatment Works Approvals authorize the construction and operation of wastewater collection and conveyance facilities, including sewer mains. Mains, like laterals, must sit at least 3 feet below finished grade measured to the top of the pipe, and real depth is usually greater because the line has to run to grade. Main work is linear, so disturbance passes 5,000 square feet quickly and triggers a certified soil erosion and sediment control plan from the county Soil Conservation District.

The sewer main is the pipe every lateral connects to, and it belongs to the town or sewerage authority. JWSR installs and extends sanitary sewer mains, sets manholes and structures, and handles the road opening, traffic control and restoration that comes with working in a right of way. We tell you early which approvals sit with the state rather than the town, because on main work that is usually what sets the schedule.

How we do it

Step 1, approvals first. A sewer main extension is a state permit, not a town permit, and it needs to be in motion long before anyone wants pipe in the ground. We confirm early who has to approve what.

Step 2, markout and plan. We call in the 811 markout, wait for the marks, and agree the depth, grade and sequence before a machine starts.

Step 3, open and lay. The depth, the bedding, the joint restraint and the compaction have to be right the first time. We install the main to grade, set manholes and structures, and handle the road opening and traffic control.

Step 4, test and document. Video inspection and testing get done and documented to whatever the receiving authority asks for.

Step 5, backfill and restore. Compacted backfill, castings set to final grade after paving, and the surface restored to the road authority's standard.

Who does what

What JWSR does directly

  • 811 markout and hand-exposing marked utilities
  • Excavation, trenching and shoring to grade
  • Sewer main installation and extensions
  • Manholes, structures and castings set to final grade
  • Video inspection and testing to the receiving authority's requirements
  • Road opening, traffic control, backfill and restoration

What belongs to someone else

  • NJDEP. Issues the Treatment Works Approval that authorizes construction of a sewer main. It is a state-level permit and belongs at the front of the schedule.
  • The town or sewerage authority. Owns the main, sets what it requires for testing and documentation, and decides whether a connection is allowed.
  • The county Soil Conservation District. Certifies the soil erosion and sediment control plan once disturbance passes 5,000 square feet.

What's included

  • Sanitary sewer main installation and extensions
  • Manholes, structures and castings set to grade
  • Video inspection and testing
  • Approvals mapped early, state versus town
  • Road opening, traffic control and restoration
  • Compacted backfill and surface restored
Common questions

Sewer Main Work: what people ask us

Do I need a permit to extend a sanitary sewer main?

Almost certainly a Treatment Works Approval from NJDEP. The state names sewer mains directly in what a TWA authorizes, so it is a state-level permit rather than something the town issues, and it belongs at the front of the schedule.

What is the difference between a sewer main and a lateral?

A lateral serves one property, running from the house to the main. The main is the pipe in the street or the easement that laterals connect to. Mains are larger, deeper, built to the receiving authority's standard rather than a plumbing code, and the approvals run through the state and the authority instead of a homeowner's permit.

Who is responsible for the sewer main?

The town or the sewerage authority. If several homes back up at once or the neighbors have the same trouble, that points at the main rather than your lateral, and a surcharged main is theirs to fix. Call the town before you call anybody else.

Do you set manholes and structures?

Yes, along with the pipe: manholes, valve boxes and the castings set to final grade after paving.

Who handles the testing and the paperwork?

We do the testing and video inspection to what the receiving authority requires, and hand over the documentation. Which tests apply depends on the authority, and we confirm that before we start rather than after.

Can you work in a county or state road?

Yes. Road opening permits, traffic control and restoration to the road authority's standard are part of the job, and they are also part of the price, so we would rather scope them honestly up front than surprise you.

Before the machines show up

What New Jersey actually requires

Most of the surprises on this kind of job are regulatory, not mechanical. Here is what binds the work in our counties, with the state sources so you can read them yourself.

WhatWhat it means for your project
A sewer main extension is a state permitNJDEP is explicit that Treatment Works Approval permits authorize the construction and operation of wastewater collection and conveyance facilities “including treatment plants, pumping stations, interceptors, sewer mains and other collection holding and conveyance systems”, issued consistent with N.J.A.C. 7:14A. If your project extends the sanitary sewer, a TWA is on the critical path.
How deep the main sitsNew Jersey's sanitary sewer design standard requires sewers, force mains and laterals to be at least 3 feet below finished grade measured to the top of the pipe. Real depth is usually set by the invert you have to reach and the slope needed to get there.
Site disturbanceMain work is linear and it adds up fast. Over 5,000 square feet of disturbance and the job needs a certified soil erosion and sediment control plan from your county Soil Conservation District, which has 30 days to grant or deny.

What moves the price

What affects the cost

We quote from an on-site look rather than guessing over the phone, because the price turns on the site. Estimates are free.

  • Depth, set by the invert the line has to reach and the slope needed to get there.
  • The length of the run and the number of manholes and structures.
  • Whether asphalt has to be cut and repaved, and whether a road opening permit and traffic control are needed.
  • Terrain and what is in the ground: lawn is not the same as ledge.
  • The testing and documentation the receiving authority asks for.
