A sewer lateral is the pipe from a house to the sewer main, and in most New Jersey towns it belongs to the property owner while the main belongs to the town or the authority. Whether it is repaired or replaced turns on why it failed: root intrusion or one collapsed section can be lined or dug up and repaired in one place, while a line in the wrong material, such as Orangeburg or cast iron, is usually a full replacement. New Jersey's sanitary sewer design standard at N.J.A.C. 7:14A-23.6 requires laterals to sit at least 3 feet below finished grade, measured to the top of the pipe, and where ownership stops at the street is set by municipal ordinance, not by a statewide rule.

A failed sewer lateral is a digging job. JWSR excavates down to the line, exposes enough of it to see its real condition, repairs the failed section or replaces the run on proper bedding at the right pitch, and backfills and restores the grade. We also replace laterals trenchless, by pipe bursting or lining where the pipe allows. A blocked drain with a sound pipe is a plumber's job with a snake or a jetter, and we will tell you so rather than take the call.

How we do it

Step 1, find out what failed. If nobody knows yet whether it is a clog or a broken pipe, we run the camera inspection ourselves before anybody guesses, and we also work from a plumber's camera report if you already have one. Knowing which ten feet is bad is the difference between a one-day spot repair and replacing a whole lateral.

Step 2, markout and plan. We call in the 811 markout, wait for the marks, and confirm with the town or sewer authority where their responsibility ends before the quote includes the street.

Step 3, dig and expose. We protect the work area and excavate down to the line, exposing enough of it to see the real condition instead of guessing.

Step 4, repair or replace. A single failed section, such as root intrusion or one collapsed piece of PVC in an otherwise sound line, is repaired in place. Orangeburg or cast iron is usually a full replacement, because fixing one section of a failing material buys very little.

Step 5, inspect, backfill and restore. The new line goes in on proper bedding at the right pitch and gets inspected. We backfill in compacted lifts and restore and rake out the grade. Most residential sewer replacements are one to two days, start to restored.

Who does what

What JWSR does directly

  • Camera inspection (ours, or working from your plumber's camera report) to find the failed section
  • 811 markout call and waiting for the marks
  • Excavation, shoring and trenching to depth
  • Cutting out and replacing the failed pipe on proper bedding at the right pitch
  • Compacted backfill and grade restoration
  • Permit and inspection scheduling coordinated with the town

What belongs to someone else

  • A plumber. Clears clogs with a snake or a jetter, and handles anything you can see inside the house. Plumbing connections are plumbing work and go through a licensed plumber.
  • The town or sewer authority. Owns the main, permits and inspects the work, and issues a road opening permit if the street has to be opened. Where your responsibility ends is set by municipal ordinance.

What's included

  • Camera inspection to find the failed section
  • Spot repair of a single failed section
  • Full lateral replacement, including Orangeburg and cast iron
  • Trenchless replacement by pipe bursting, or lining where the pipe allows
  • Excavation, shoring and trenching to depth
  • Permit and inspection scheduling coordinated with the town
  • Compacted backfill and grade restored
Closing or inspection finding?

Repairs that have to happen before a sale closes

If a camera scope or an inspection flagged the sewer line from the house to the main, the repair usually has to be priced before the contract settles. This is what to send us and how the work is scheduled around the markout, the town and any road.

What to send us

  • The camera report or inspection finding, in writing. If the line has never been scoped, a camera run is the first step.
  • The address and the year the house was built. Homes built between 1945 and 1972 are where Orangeburg pipe is most common, and Orangeburg usually means a full replacement.
  • The sewer authority or municipality, and whether the street is involved, if you know it.
  • The closing date, and who the contract says pays for the repair.

How we schedule time-sensitive work

  • The markout comes first. Notice to the One-Call center has to go in not less than three business days and not more than ten before digging, so a Monday call is not fully marked until Friday. We call it in as soon as the dig is agreed.
  • The camera footage decides whether this is a spot repair or a full replacement, so the scope and the price can be written before the dig is scheduled.
  • A residential lateral is usually a one to two day job, start to restored. A run under a road takes longer, because the road opening permit, traffic control and road restoration each run on their own schedule.
  • Estimates are free and we honor our quotes.

Coordinating with the town inspection

  • Sewer work typically needs a permit and an inspection, and the town or sewer authority owns the main. We handle the permit paperwork and the inspection scheduling.
  • We backfill after the inspection, not before.
  • Where the lateral's responsibility ends at the street is set by municipal ordinance. We ask the town before the quote includes the road.

Common questions

Sewer Lateral Repair & Replacement: what people ask us

The buyer's inspector flagged the sewer lateral. Do we have to fix it before closing?

That is set by the purchase contract, not by us. Buyer and seller agree whether it is repaired before closing, credited or reduced in price. We can give a written scope and price from a camera-confirmed diagnosis, so the number is real when it goes into the negotiation.

What should a seller send before a sewer lateral repair?

The camera report or inspection finding, the property address, the year the house was built, and the closing date. Homes built between 1945 and 1972 are where Orangeburg pipe is most common, and Orangeburg usually means a full replacement rather than a repair.

Why does a sewer lateral under the road take longer?

A run under a road needs a road opening permit, traffic control and road restoration, and each has its own schedule. Residential work that stays in the yard is usually one to two days, start to restored.

Should I repair or replace my sewer lateral?

Repair it if the damage is one section in an otherwise sound pipe, and replace the run if the pipe material itself is failing. Ask whether the problem is one section or the whole pipe. Root intrusion or one collapsed piece of PVC in an otherwise sound line is a repair. If the line is Orangeburg or cast iron, the material itself is what is failing and the rest of the run is the same age, so repairing one section is a small bandage on a bigger problem.

Am I responsible for the sewer pipe under the street?

It depends on your town, because New Jersey has no statewide rule. Some ordinances make the owner responsible from the sewer main all the way to the building. Others stop the owner's responsibility at the curb line or a cleanout near the property line. Ask your sewer department where their responsibility ends before you accept a quote that includes the street.

Do you clear clogs?

No. Clearing a blocked line is a plumber's job with a snake or a jetter, and if that solves it you are done. We are the ones to call when the pipe itself has failed: a collapse, a belly, roots that keep coming back to the same joint, or Orangeburg that is out of years.

Can a sewer lateral be replaced without digging up the yard?

Sometimes. We do trenchless work, including pipe bursting and lining. Lining works on a pipe that still holds its round shape and has decent slope. It does not work on a collapsed or deformed line, which rules it out for most failed Orangeburg. Directional boring is the other way to avoid an open trench, and it is not guaranteed because rock or an existing utility in the path can stop it.

Do I need a town permit to replace a sewer lateral in NJ?

Usually yes. Sewer work typically requires a permit and inspection, and sometimes coordination with the utility authority. If the street has to be opened to make the connection, that brings a road opening permit, traffic control and restoration. We handle the paperwork and scheduling as part of the job.

How long does a sewer lateral replacement take?

Most residential sewer replacements are one to two days, start to restored. A run under a road takes longer, because the permit, traffic control and road restoration all have their own schedule.

What New Jersey actually requires

Most of the surprises on this kind of job are regulatory, not mechanical. Here is what binds the work in our counties, with the state sources so you can read them yourself.

WhatWhat it means for your project
How deep the line has to sitNew Jersey's sanitary sewer design standard requires sewers, force mains and laterals to be at least 3 feet below finished grade measured to the top of the pipe. The plumbing subcode sets a 24-inch minimum cover over a building sewer. In practice the depth of the main you have to reach, plus the slope needed to get there, usually puts the line deeper than either minimum.
Who owns the pipe under the streetThere is no statewide rule. It is set by your municipality or sewerage authority and it genuinely varies. NJ codes distinguish the lateral, from the main out to roughly the curb, from the house connection, curb to building, and towns split responsibility differently. Ask your sewer department where their responsibility ends before you accept any quote that includes the road.

What moves the price

What affects the cost

We quote from an on-site look rather than guessing over the phone, because the price turns on the site. Estimates are free.

  • Depth, which is the main one. It is set by where the main sits and the grade the pipe has to hold, and a deeper trench is wider and needs more shoring.
  • The length of the run from the house out to the main.
  • Whether the work reaches into the street, which brings a road opening permit, traffic control and restoration.
  • Whether the failure is one section or the whole line, and the pipe material.
  • Access, and what the trench has to cross: a lawn, a driveway or a finished surface.
