The part that changes the job here
Lopatcong runs its own sewer collection system but has no treatment plant. Everything flows to the Phillipsburg sewage treatment plant under two contracts from 1998 and 1999 that reserve 676,000 plus 125,000 gallons a day, 801,000 gpd total. As of the state-adopted 2013 plan the township was actually sending about 506,000 gpd to a plant permitted for 3.5 million gpd, which discharges to Lopatcong Creek.
Aqua is currently replacing 733 customer-owned lead and galvanized service lines in its Phillipsburg-area system, backed by more than $12.4 million in NJ Infrastructure Bank loans, targeted for completion in 2026, at no direct cost to the customer. A Lopatcong homeowner with one of the town's 44 galvanized lines should call Aqua before paying anyone to dig up a water service. Aqua's lead service line inventory for the Phillipsburg system (NJDEP form DEP_10-S_00014.3, certified July 2023, posted August 2024) lists 11,061 service lines system-wide: 1 lead, 459 galvanized, 580 unknown. I mapped the inventory's own coordinates against the municipal boundary: 3,205 of those lines fall inside Lopatcong Township, and of them ZERO are lead, 44 are galvanized, and 153 are unknown. The lead and galvanized problem is concentrated in the old Town of Phillipsburg, not in Lopatcong's newer streets. (Per-town split is our point-in-polygon derivation from the filed inventory; the system-wide totals are Aqua's own certified figures.)
Public water in Lopatcong is Aqua New Jersey's Phillipsburg system, not a township utility. Aqua's wells sit close enough to the Delaware that the Highlands Council found they draw essentially all of their supply from the river through induced recharge, which is why the system had spare capacity for growth when the state reviewed it.
The system treating Lopatcong's sewage is old: Phillipsburg's own April 2025 evaluation says the collection system went in during the early 1900s and the treatment plant was built in the 1950s, with 70 miles of collection lines and 3 pump stations. Phillipsburg commissioned that report because it is weighing selling the sewer utility to a private operator; Lopatcong is one of four neighboring towns under service agreements, billed in bulk on quarterly flow, so a sale would eventually touch Lopatcong sewer bills.
