The part that changes the job here
Greenwich Township runs its own sanitary sewer collection system, but the sewage is treated in Phillipsburg: the township bought 300,000 gallons per day of treatment capacity at the Phillipsburg Sewer Treatment Plant under an agreement with the Town of Phillipsburg (plus another 13,000 gpd purchased later, for 313,000 gpd total in the Northern Sewer District). The residential sewer rate is $137.50 per quarter per home, set by Ordinance 113-2024 in December 2024.
The plant on the receiving end, the Phillipsburg STP, is permitted for 3.5 million gallons a day and serves five towns under contract: Phillipsburg, Alpha, Greenwich, Lopatcong and Pohatcong. So Greenwich sewer work ultimately depends on capacity Greenwich holds in a plant it does not own.
Public water in the developed part of Greenwich Township is Aqua New Jersey's Phillipsburg system (PWSID NJ2119001). I pulled Aqua's NJDEP service line inventory spreadsheet: 1,769 of its 11,061 service lines are at Stewartsville (Greenwich Township) addresses, and not one of them is lead - the whole system has exactly 1 confirmed lead line, at a Phillipsburg address. Greenwich's leftovers are 45 galvanized lines and 63 lines of unknown material, out of 459 galvanized and 580 unknowns system-wide (inventory certified by Aqua July 10, 2023).
Hooking a Greenwich Township property into the sewer means paying two towns: the connection fee equals whatever Phillipsburg's ordinance (Chapter 485-11) sets, and it is split half to Greenwich Township and half paid directly to the Town of Phillipsburg - no certificate of occupancy until both halves are proven paid. New construction on a street with a sewer main must connect within 30 days of the sewer becoming available.
