Sewer is the other half of that, and here the two do not line up: about 33.1% of Mine Hill sits inside a mapped sewer service area against 72.8% for water, a gap of 40 points. In that gap you get houses on town water with their own septic system in the yard, which catches people out when a tank needs work in a town that feels fully built up. All of this is land area rather than houses, and a main running past a property does not mean the property is on it, since plenty kept the well after the main went in.

Mine Hill runs its own water utility (Mine Hill Township Water Department, PWSID NJ1420001), but it doesn't own a single well or treatment plant. Every gallon is bought wholesale from the Morris County MUA through one interconnection on Randolph Avenue at the town line; MCMUA pumps it from the Alamatong well field in Randolph and the Flanders Valley well field in Roxbury.
Sewer here is a township-run collection system that sends flow to the Rockaway Valley Regional Sewerage Authority under a 1987 contract that started at 37,000 gallons a day and grew to 94,000. In the mayor's 2015 update, only the 'top of the hill' had sewers (Williams Street, Central Avenue and Pine Street already had mains), the town was using about 55,000 of its 94,000-gallon allocation, and the plan was to add roughly 300 more homes; the 'flats' on the west side had no sewers at all.
The township has finished its state-required lead service line inventory and found zero lead service lines in the system. In the August 2024 round of lead and copper sampling, all 20 samples came back under the limits. So on the water side, replacing lead lines is not the work here; it's copper and plastic services off a purchased-water system.
Sewer capacity in Mine Hill is contractually capped, so a new connection depends on township gallonage allocation, not just a permit. NJDEP's 2020 adopted plan maps 633.8 acres of sewer service area in town (490 acres assigned to the RVRSA plant), puts Mine Hill's metered flow at 0.0832 million gallons a day, and finds that full build-out would push the RVRSA plant 0.046 MGD past its 12 MGD permitted capacity, meaning the township would have to amend its RVRSA contract to get more flow.
