Water lines in Hope are nearly all private

NJDEP maps no public community water system anywhere inside Hope, so the usual arrangement here is a private well and the whole run from the wellhead to the house belongs to the owner. That is not the only arrangement, though. Shared wells serving a handful of houses, and small association systems, sit below the threshold the state maps and do not appear on it at all. If you get a water bill from somebody, you are on one of those, and there may well be a shutoff and a shared length of pipe involved.

The part that changes the job here

Nobody runs water or sewer in Hope Township. There is no municipal utility, no MUA, and no investor-owned water company here. The township's own Environmental Resource Inventory (February 2018) confirms there is not a single public community well in town, so every home runs on its own private well and its own septic system. That also means there is no lead service line inventory for Hope: there is no water utility to own service lines in the first place.

Hope's soils are rough on conventional septic. The township ERI's NRCS soil limitations table (Table 8) rates 38 of the 40 rated soil map units in town as 'Very limited' for septic tank absorption fields, with only two units rated anything better. In practice, most lots here need careful soil testing and often an engineered or elevated system rather than a standard bed.

Every drop of drinking water in Hope comes out of the ground. The township sits entirely on bedrock aquifers: about 52% of the town is over the Jacksonburg Limestone, Kittatinny Supergroup, and Hardyston Quartzite (the better-yielding carbonate rock, NJDEP rank C-B), while roughly 37% is over the Martinsburg Formation and Jutland Sequence and 12% over igneous and metamorphic rock, both ranked D, which NJDEP defines as a median well yield of 25 to 100 gallons per minute. Where you drill in this town changes what your well gives you.

Septic and well permits in Hope go through the Warren County Health Department, not town hall. The county reviews the plans for every proposed septic installation and physically inspects the installation, and it does the same for new wells, requiring a water analysis on every newly installed potable well before it goes into use. The county holds the permit until it calls the applicant to pick it up.
