The part that changes the job here
Public water and sewer in Independence come from the Hackettstown MUA, and only along the Hackettstown edge of town. HMUA runs 6 wells, 4 storage tanks, about 105 miles of water main, and pumps about 2.2 million gallons a day; on the sewer side it has about 95 miles of collection pipe feeding a treatment plant rated at 3.3 million gallons a day. If your house isn't near that edge, you're on a well and septic.
The township also runs its own tiny water utility, the Independence Municipal Utilities Authority (IMUA), which delivers drinking water to just 151 homes through two small systems called Valley View and Highlands. It's water only, no township sewer service, and it publishes its own annual water quality reports.
Hackettstown MUA's state-mandated service line inventory turned up 68 galvanized service lines system-wide, New Jersey's 2021 law counts galvanized as lead, and it borrowed $729,768 from the NJ Water Bank to replace them. HMUA's own website reports the replacement project was completed in April 2024, so on the HMUA-served edge of Independence the utility-side lead/galvanized problem has already been dealt with.
Township code Chapter 320 says if your building is within 250 feet of an HMUA or IMUA sewer, you must connect when the county Board of Health orders it, new construction has to connect before occupancy. And once you connect, the old wooden or metal septic tank, cesspool, or seepage pit has to be filled and capped with a concrete cover within 30 days. That decommissioning is excavation work.
