The part that changes the job here
There is no public water or sewer utility in Liberty Township; homes run on private wells and septic systems. The Warren County Health Department administers both: it reviews plans and physically inspects every new septic and well installation, and it requires water tests for metals and organic compounds before a new well can be put into use. The township itself lists the Warren County Board of Health (908-475-7960) as its health contact.
7,090 of Liberty Township's 7,633 acres, about 93 percent, sit in the Highlands Preservation Area (only 543 acres are in the less-restrictive Planning Area). That means NJDEP Highlands rules ride on top of local permits for most land disturbance, well, and septic work in the township. Mountain Lake is the largest natural glacial lake in Warren County, and the township spent over a decade studying its watershed, ending in a $117,000 Clean Water Act 319(h) grant in 2003 to put filters on the storm drains at the lake plus another $47,628 in 2005 for stormwater monitoring. Drainage work around the Mountain Lake community gets real scrutiny, and the Environmental Commission publishes its own brochure on groundwater and non-point source pollution.
Liberty Township's construction office requires an electrical permit for well work, and the wiring trench from the house to the well must be left open for inspection before backfill. A house or addition permit also needs an NJDEP wetlands letter of exemption, Soil Conservation District approval once 5,000 sq ft of soil is disturbed, and prior county engineer approval for any driveway on a county road.
Liberty is septic country
NJDEP maps no sewer service area anywhere in Liberty, so the working assumption on any property here is a septic system, and the disposal field and the ground it sits in are the job rather than a connection. That is a planning map rather than a survey, so it is not proof that no small local collection system exists anywhere in the township. What it does mean is that there is no planned municipal sewer to tap.
