Low pressure at every tap in an older New Jersey house is usually not the fixtures and not the town's main. It is often the service line itself closing up from the inside, and if that line is galvanized, New Jersey law says something surprising about it: a galvanized service line is legally considered a lead service line, and it is on the clock for replacement.
That last part is worth knowing before you pay anybody, because it can change who carries the bill.
First, one fixture or the whole house?
This is the question that splits the problem in two, and it takes five minutes.
One fixture. A single slow faucet or shower is an aerator, a cartridge, a supply valve or a clogged head. It is not the buried line, and it is not us. A plumber will usually fix it in one visit.
The whole house, and it came on gradually. Now you are looking at the pipe that feeds everything. Gradual is the key word. Pressure that has faded over years rather than dropped overnight is the signature of a line that is getting narrower, not one that has broken.
The whole house, and it dropped suddenly. That is a different animal: a partly closed valve, a pressure regulator that has failed, work on the utility's main, or a break. Why galvanized closes up
Galvanized steel pipe is steel with a zinc coating. The zinc is what protects it, and over decades the water wears that coating through. Once it does, the steel underneath begins to rust, and the rust does not fall away. It builds inward, layer on layer, in a process called tuberculation, until the usable opening is a fraction of what the outside of the pipe suggests.
The practical result is a pipe that looks perfectly healthy from the outside, holds pressure fine, does not leak, and still cannot deliver. You get pressure but not volume. Run two fixtures at once and it becomes obvious. That is the classic tell, and it is why replacing fixtures never fixes it.
It also tends to show as rusty or discolored water first thing in the morning or after the house has sat empty, because that is when the water has been standing against the corroded surface longest.
What New Jersey law says about galvanized
Here is the part almost nobody knows. Under P.L.2021, c.183, the state's lead service line law:
“A galvanized service line shall be considered to be a lead service line.”
The law defines a lead service line as a water supply connection made of, or lined with, a material consisting of lead, which connects a water main to a building inlet. Galvanized is folded into that definition by the sentence above. And the law requires community water systems to identify and replace all lead service lines within ten years of its 2021 effective date, with a possible extension to fifteen.
On who pays, the law treats two kinds of utility differently, which is why the answer depends on whose name is on your bill:
- Investor-owned systems, the private companies: the law says the proportionate share of project costs for replacing the property-owner side of a lead service line is treated as an operation and maintenance cost and recovered from all customers through surcharges, rather than from the individual property owner.
- Government-owned systems, the municipal utilities and authorities: costs may be borne by all of the customers, or assessed to individual properties as local improvements.
So if your service line is galvanized, the replacement may not be your bill at all, and if you are on a private company it is less likely to be. That is a conversation to have with your utility before you hire anyone.
The honest local picture
We read the actual inventories the local systems filed with the state rather than repeating national scare copy, and the numbers do not support panic. Across the three nearby towns that publish a file: Hamburg has finished its inventory with zero lead and zero galvanized across 1,557 lines. Franklin Borough has nine galvanized lines, all of them on the customer side. Newton has one.
But the same filings carry a much bigger number: 2,886 lines across Franklin and Newton have never been looked at. Unknown is not a synonym for safe. It means nobody has confirmed the material yet, and galvanized is one of the things that hides in an unknown.

What the law does not cover
This trips people, and it matters because it is the difference between a bill you might not owe and one you certainly do.
The law is about the service line: the connection from the water main to the building inlet. Galvanized plumbing inside the house, the branch lines running through walls and up to fixtures, is not a service line and is not covered. Plenty of older homes have both, and it is entirely possible to have the service line replaced and still have weak pressure upstairs because the interior galvanized is what is actually strangled. That interior work is a plumber's repipe, not an excavation job, and we would rather tell you that before we dig than after.

Common questions

What is large is the unknown pile: 2,886 lines across Franklin and Newton have not been checked at all. Unknown does not mean safe, it means unexamined.
Can I tell what my service line is made of myself? Often yes, where the pipe enters the building, with a key and a magnet.
